Investment

There is a good investment opportunity pertaining to agriculture. For example, in high value commercial crops which include mango. Due to government's effort to promote local mango industry, many farmers availed the plant-now-pay-later program. Large areas have been planted with mango. Marketing supports in the future. Investment in mango processing is encouraged in the municipality.

Social Security, Social Services and Welfare

The Social Welfare And Development Programs and Services being implemented in this municipality are the following:

1. Self-Employment Assisstance Program - This particular program provides individuals/families and organized groups opportunities to engage in productive undertaking/income generating projects either through open, sheltered and self-employment.

-Livelihood Development Service - This is a poverty alleviation scheme consisting of capital assisstance, livelihood skills training, business management, values orientation and capability building activities

2. Comprehensive and Integrated Delivery of Social Services (CIDSS)- This is a flagship program of DSWD under the Social Reform Agenda and Poverty Alleviation Act (R A 8425) which concretizes the goals of the government on people empowerment. A poverty alleviation initiative focused on building capabilities of the poor to meet their minimum basic needs and institute development founded on full and meaningful involvment of community members. It further aeddresses minimum basic needs of disadvantaged families with special focus on women, children, youth, person with disabilities, the elderly victims of natural and man-made calamities. CIDSS also beleives in unity of purpose and synchronized /integrated response t fight poverty. This means that the different sectors should bring in thier resources, their expertise and skills to respond to indentified needs of the community, thus convergence is one of its strategy. For the Municipality of Bato, Leyte, four (4) barangays are targetted for this particular program namely: Brgy. Osmena, Marcelo, Domagocdoc and Dolho wherein problems on water, poor housing, construction of day care center, construction of septic tank and educational problem as well as capabiliry building was provided.

3. Women Welfare Program - This program refers to the provision of opportunities for the improvement of women as human beings/persons, including the enhancement of thier self-image through the discovery and understanding of thier potentials and capacities leading to change/aquisition of appropriate values and attitudes about themselves, thier families and the larger community and environment. KALIPUNAN NG LIPING PILIPINA (KALIPI) is an existing and functional women's organization in the area wherein services like free clinic, livelihood program and community activities has been implemented

4. Emergency Assisstance Program:
a.) Emergency Shelter Assisstance - refers to the provition of limited financial and material assisstance to help families construct/repair their houses which are partially or totally destroyed by natural or man- made disaster.
b.) Aid to Individual in Crises Situation (AICS) provision of limited assisstance in cash or in kind to individuals/families who hampered to function normaly because of socio-economic difficulties.

5. Program for Elderly People - this is implemented through the provision of opportunities for income generating people, socio-cultural, sports and recreational activities, formating of self-help and interest group, refferals for medical intervention and volunteer work with children, youth, women families, and community. There are about 3,000 more or less Senior Citezen in the Municipality who availed of the discount card of 20% in the purchase of medicines, transportation, etc.

6. Day Care Service Program - This is a provision of parental care to a 0-6 years old who maybe neglected, abused, exploited or abandoned during part of the day when parents cannot attend to their needs. There are 33 Day Care Workers under the supervision MSWDO presently handling day care sessions in the 32 barangays. This municipality in one hundred percent in the implementation of day care services
